A matter of conduct, not of birth.
In the scriptures the term “Mleccha” does not denote any nation, people, or ethnicity. It describes a state of conduct — one who has fallen away from truth, purity, and Dharma — and by that same understanding, the path of return is always open to everyone.
By adopting truthful speech, a sattvic life, and devotion to the Divine, any soul rises out of that condition into the light of Sanatana Dharma. The Bhavishya Malika uses the term only to call humanity back to righteous living as Satya Yuga approaches — never to demean any community. These themes are explained in depth by Pandit Dr. Shri Kashinath Mishra in his discourses.
